The city is

Citizens have homes, jobs, and daily routines. Cars obey the lights. Night falls and the streetlights come on. The world is doing its own thing — you're the thing that goes wrong in it.

The population is on actual routines in an actual day/night cycle — not crowds that spawn, wander, and vanish.

Crime only counts if seen

No omniscient wanted meter. Pull a job with no witnesses and you walk away clean. Get spotted — especially by a cop — and word of who you are spreads.

Disguise & darkness

Slip into a stolen outfit, stick to the shadows where eyes can't reach, or sabotage the grid and drop the whole city into a blackout.

Heat you manage

Stay invisible and the manhunt never rises. Lie low after a job and it goes cold. Heat is something you control, not a number that punishes you.

Build the operation

It's not just shooting
and driving.

Underneath the action runs a real strategy layer: recruit and specialize a crew, run businesses and supply chains, hold territory, and delegate the busywork.

Build the operation

Recruit civilians, promote them into specialists, and put them to work — corner dealers who bank on their own, enforcers who hold turf, couriers who run product (and can be ambushed), and businesses that print money while you're off doing something louder.

An AI lieutenant

Appoint a Recruiter, hand it a strategy — grow the money machine, attack a rival, or fortify your own — plus a budget, and it goes and runs that plan: recruiting, arming up, marching crew where you pointed.

Call in the cavalry

In the middle of a firefight, signal for help — every nearby gun on your side and every allied player comes converging on your position. Reinforcements are a button, not a prayer.

Cars are cover

The streets are full of moving traffic obeying the signals. Shoot out a tire and send one careening, or duck behind one mid-shootout as mobile cover that stops bullets.

Diplomacy with teeth

Make a pact with a rival gang to stop the bleeding — then betray them the moment it suits you.

Two genres, one loop

GTA-style action fused with gang-management strategy. Run the streets and the spreadsheet in the same session — a crime sandbox the genre rarely tries.
